I've pulled a lot of old boats out of Normal backyards over the years. Some came with the house when someone inherited the property and didn't want to deal with it. Others sat for a season or two while the owner tried to sell, then gave up. I've also picked up vessels where the storage lot bill got bigger than the boat was worth, or where a dead motor had a repair quote that made no sense. The HOA gets involved sometimes too, or a code letter shows up. Either way, the boat's still there, and somebody needs it gone.
