West Virginia only titles motorized boats, through the Division of Motor Vehicles. Effective July 1, 1989, the DMV titles any motorboat purchased in the state; a boat with no motor needs no registration or title at all.
Every change of ownership on a titled motorboat means filing a new application with the DMV commissioner, and each original or duplicate title costs $10. Without a title, a private owner cannot get a bonded title in West Virginia, since the DMV's bond forms are reserved for licensed dealers.
West Virginia has no state-funded boat removal program. It does have a general mechanism for any private person, under the state's Estrays and Drift Property law, plus a DNR rule banning abandonment of personal property on a government-owned reservoir. An owner must also notify the DMV within 15 days if a motorboat is destroyed or abandoned.
If the boat is not yours. West Virginia does have a legal path: post notice in three public places, and if it sits unclaimed for two weeks, publish a legal notice in the county where you found it. It works, but you need at least three weeks from that publication, a trip to a magistrate, and every fee falls on you. Removal is the shorter road if you would rather skip that process.
