Driveway on a trailer is the cheapest boat removal there is. On blocks in the backyard takes more work. In a slip, it needs a haul-out. Sunken, it needs recovery.

Condition

Engine already out is cheaper. Fuel still aboard, a hull full of rainwater, a trailer that will not roll: each adds handling.

Utah titles boats by age and power. Every watercraft from model year 1985 or newer operated in Utah waters must be titled, except canoes and inflatable boats with an outboard of 25 horsepower or less. Boats from 1984 or earlier are not titled, and neither are exempt outboard motors.

Handing a boat over means a signed title (Form TC-656V) plus a bill of sale (Form TC-843), with a hull number inspection (TC-661) required the first time it is titled in Utah. With no title, Utah's Insufficient Evidence of Ownership process applies: an Ownership Statement (TC-569A), the same inspection form, and for boats worth over $3,000, a surety bond (TC-824) for double the market value.

We could not find a published statewide removal program for Utah. State law defines a derelict vessel, including one grounded on private land without the owner's consent, and lets an officer seize an abandoned boat without a warrant. That is enforcement authority, not a funded removal program.

If the boat is not yours. Utah has no published procedure that lets a property owner take ownership of a boat someone left behind. What is left is general civil process: track the owner down, sue for the cost of removal, and hope they are solvent. Most people do not do that for a boat. We can take it without a title.
