Arkansas calls tend to come from a driveway, not a dock. The boat came with the house, or with an estate, and the new owner never wanted it in the first place. Some sat behind a shed since the motor quit and fixing it cost more than the hull was worth. Others got left behind after a storage bill crept past what the boat was worth. Old boat removal usually starts with someone admitting the thing is not moving again. I hear it more than I can count.
My crew handles it as one job, pickup through disposal. We pull it straight off a trailer or out of the yard, whichever it is. No title on an unwanted boat rarely slows things down. We still load it. Details further down.

Driveway on a trailer is the cheapest boat removal there is. On blocks in the backyard takes more work. In a slip, it needs a haul-out. Sunken, it needs recovery.
Engine already out is cheaper. Fuel still aboard, a hull full of rainwater, a trailer that will not roll: each adds handling.
Miles to the processing yard are part of the quote. Boat hauling cost scales with them.
People ask about free junk boat removal. Sometimes the boat has enough going for it, a running outboard, decent aluminum, and we take it for nothing. Sometimes it does not, and there is a fee. We will tell you which one you have.

Most of what comes off the water in Arkansas comes off a lake, and most of my jobs there start in a driveway or right at a lake house. Ramp haul-outs happen now and then, but they are the exception, not the rule. Because the lakes sit close to the yard, the haul itself usually stays short, which keeps the trip simple. Spring cleanout is the busiest stretch, and the calls stay fairly even the rest of the year. I look over the hull and the trailer setup before naming a figure. Arkansas titles only motorboats manufactured on or after January 1, 2020, under Act 733 of 2019. Anything built earlier runs on registration alone.
To hand a boat to us we need proof of ownership: a current registration or a bill of sale listing the HIN, year, make, horsepower, price, date, and signatures, plus proof the boat is on the county assessor's rolls with personal property tax paid. Boats titled since 2020 transfer with the title itself. With no title, Arkansas allows a bonded title through Form 10-345 plus a surety bond for 1.5 times the boat's value. A replacement title costs $10; the fee for the Form 10-345 process itself is not published.
We could not find a published statewide removal program. Arkansas Code Title 27, Subtitle 7, Chapter 101 has no subsection on abandoned vessels, and while the Game and Fish Commission oversees boating generally, there is no dedicated fund.
If the boat is not yours. Arkansas has no statute letting a property owner take ownership of a boat someone left behind. What is left is general civil process: track the owner down, pursue the cost of removal yourself, and hope they are solvent and reachable. Most people do not do that for a boat.
