Kansas does not title boats. The state's own boating agency, the Kansas Department of Wildlife and Parks, is direct about it: Kansas does not title watercraft, and does not register or title motors either. Every boat here runs on registration, a Certificate of Number, instead.

To hand a boat over, the new owner files an Application for Certificate of Number with a $42.50 fee to the KDWP Pratt Operations Office. If you want to be clear of a boat you are getting rid of, notify KDWP that you are disclaiming your registration, otherwise you can be presumed responsible if it is later abandoned.

We could not find a published statewide removal program in Kansas. State law does ban abandoning a boat on a public waterway or on public or private land without consent, and the last registered owner is presumed responsible for the cost unless they told KDWP or police they gave up their rights.

If the boat is not yours. Kansas does give a landowner a real path: an officer can identify the registered owner of a boat on your property and hand you that information, then you give the owner five days written notice before removal, or remove it immediately if the owner cannot be found.
