Maryland titles every mechanically propelled boat, no exceptions. It is illegal to sell a boat without handing the buyer a certificate of title in the seller's name. If a boat was never titled, the seller must title it, plus pay a 5% excise tax and any penalties, before it can be sold.

To transfer a boat you need the original Maryland title completed for transfer, plus a notarized Bill of Sale (Form B-118) if the title lacks details, Form B-240, and release of any lien. Maryland is blunt about the alternative: Maryland does not have a vessel salvage title. A duplicate title (Form B-108) and a new title both cost $20.

Maryland runs the Abandoned Boat and Debris Program through DNR, funded by the state's 5% boat excise tax. It pays grants up to $25,000, covering the full cost, but only public entities with jurisdiction over the waterway can apply, not private individuals directly.
