To transfer a boat, you need Form ELE #1, proof of ownership or a bill of sale, proof that Massachusetts sales tax was paid, and, for a titled boat, the reassigned title. Coming from a state that does not title boats, the seller's prior registration stands in for a title. A duplicate title costs $16.50.
Massachusetts law sets up an abandoned-vessel process through the state's Division of Waterways and Environmental Police, but by NOAA's own account the state has no dedicated staff for it. Money comes from the Abandoned Vessel Trust Fund, built from the sale proceeds of abandoned boats plus appropriations, and it can only be spent removing boats from public waters.
If the boat is not yours. Massachusetts does have a legal path: a Request for File Search, certified notice to the owner, a newspaper notice if they do not respond, then a 90-day wait before you can apply for title with a notarized affidavit and tax confirmation. It works, but the file search, the notices, and the 90-day wait are on you, not on whoever left the boat. If you would rather have it gone than run that timeline, removal is the shorter road.
